ARIFA conducted an in-depth assessment examining the opportunities and constraints faced by local governments in adopting, implementing, and governing artificial intelligence (AI) technologies in urban settings. As cities across Africa increasingly explore smart solutions to improve public service delivery, urban planning, and citizen engagement, the study aimed to understand how local authorities can harness AI responsibly while safeguarding public trust, equity, and accountability.
The research analyzed the institutional, technical, financial, and policy environments influencing AI readiness at the local government level. It also assessed ethical considerations, data governance frameworks, and capacity gaps that may impact the responsible use of AI in city systems. Drawing on interviews, policy reviews, and international benchmarks, the study identified actionable insights and recommendations to guide municipalities in developing inclusive, transparent, and effective AI governance models.
The findings contribute to national and regional efforts to ensure that the digital transformation of cities is aligned with democratic values and public interest, enabling local governments to lead in shaping people-centered, AI-enabled urban futures.
